The authors were careful about why: those extracts were produced with hexane followed by ethanol, a process they noted was "not optimal" for pulling out alkaloids. So the result describes those fragrance-grade extracts specifically — it isn't proof that the whole flower is inert. But it does mean the confident milligram figures circulating in product marketing aren't coming from published analysis of finished products.
